By Michael Eboh Oil-producing communities to get 30% of sector’s opportunities The Presidency has commenced moves to find lasting peace in the Niger Delta and has announced a seven point programme to guarantee peace in the region and end militancy-induced disruption of oil and gas production by the middle of 2017. Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, disclosed this during the launch of the Short and Medium Term Priorities to Grow Nigeria’s Oil and Gas Industry (2015 To 2019), tagged the ‘7BigWins’, a new initiative of the Ministry of Petroleum Resources. To kick-start the peace process, Kachikwu stated that the Presidency would be meeting, on Tuesday, with key stakeholders from the region, comprising traditional rulers and Niger Delta ministers, among others. First is that on Tuesday, November 1, 2016, we have been able to get the President, in his usual kind nature, to meet with the Niger Delta stakeholders. About 50 of them are going to be coming to that meeting and it comprises all the kings drawn from the seven or eight oil-producing states in the Niger Delta; the heads of security, who are here present today; some government officials — certainly all the ministers from the Niger Delta area. “It will be our first attempt to actually get them face-to-face in the same room with the president, so as to understand what his vision is in terms of Niger Delta security issues.” Kachikwu stated that the Presidency had approved a roadmap that would see security in the Niger Delta move, from the responsibility of the military and the country’s security apparatus, to that of the oil companies as it is done everywhere the world over . According to him, this means the oil companies would need to institute processes that would engage indigenes of the oil-producing communities and also work with the local communities to guard and protect their production facilities. While those collaboration may not be armed collaboration, he explained that it covered the trust deficit that existed in the region and provide a very unique earnings and income-making opportunities for people within that local communities, adding that as long as they are visibly engaged in things that are income-earning, the temptation to get into the sort of destruction that we see would be limited. In addition, Kachikwu disclosed that he would be spearheading a quarterly engagement process that would involve involves all members of the oil-producing communities, their state governors, the leaders of the stakeholders group and oil producers. He said, “We have always done engagement when there are problems; but once the problems disappear, the engagement stops. One of the things I have been working on is to begin a quarterly engagement process. “This would be done quarterly and it would be rotated from state to state. The whole idea is to provide a first-hand platform to engage before these problems go out of hand and that will become a constant feature.” The Minister disclosed that President Muhammadu Buhari had authorized that about 30 per cent of all opportunities in the petroleum industry be localized in the oil-producing communities. Economics, Kachikwu stated, is at the heart of militancy, adding that the reason the problems in the Niger Delta persist is because the people feel that they are shortchanged. “Covering that shortchange is not necessarily a movement in derivation numbers, it is to ensure that some benefits in the oil industry are going to the oil communities. The President has authorized that about 30 per cent of those opportunities will need to begin to get into work opportunities and employment opportunities; and would need to begin to get localized in those environments. If we do that we will have a wholesome economic roll out within those platforms,” he argued. He disclosed that the Presidency had also agreed to look at the possibility of setting up a specialized petroleum force, which would draw from the elite of the security services, who would be provided with resources that are amphibious and technology driven to enable them respond to the request of the oil companies if they get overwhelmed outside their first line security. The Minister stressed that the Federal Government would be launching a $10 billion infrastructural rebirth investment programme in the Niger Delta, pointing out that the funds would not necessarily come from government. He said, “It is money that is coming from oil companies, investors, individuals who are ready to do private sector infrastructural investment and obviously state and Federal Government as the case may be.” Kachikwu noted: “The biggest problem in the Niger Delta is that as you go from point to point, you really cannot see any infrastructural investment. The Presidency is also reviewing a proposal that we have given him to look at how the 13 per cent derivation is applied. “Right now it is a budgeting tool for state governments. We are going to be appealing to them to begin to put quite a bit of that into the core areas of the oil-producing communities, and not just to see it as a budgeting number.”

Hillary has harped on Donald Trump for his sensible policy of replacing the “disaster” that is Obamacare with something more sensible. She has doubled down on sticking with Obama’s mess of a system and continuing to make it more liberal.

Even though this has been her position for years, it seems Bill didn’t get the note. Which may be why they don’t consider him one of the campaign’s main spokespeople anymore (even as a former president). From The Hill:

Leave Americans alone and let them choose their own health policies, their own doctors, and let companies compete across state lines. Leave the federal government out of it, with all its regulations inducing skyrocketing prices.

But Bill, please continue what you are doing. Attack Obama, attack your own wife, attack the system that was shoved down America’s throat. Senate moves to abolish states, LGs Joint Account

The Chairman, Senate Committee on State and Local Government Affairs, Sen. Abdullahi Abubakar, on Sunday said provision has been made in the ongoing Constitution amendment process to totally abolish the contentious joint account between states and local governments.

Abubakar, who made the disclosure in an interview with the News Agency of Nigeria (NAN) in Birninkudu, Jigawa, also said the lawmakers plan to abolish States Independent Electoral Commissions.

He said that the decision was taken at a recent retreat in Lagos by Speakers of State Houses of Assembly and Members of the House of Representatives.

Abubakar explained that the decision was taken to strengthen local government administration, for optimal performance.

The Senator said that the National Assembly was working tirelessly to dialogue with State Governors to allow local governments operate independently.

Abubakar said it was unfortunate that only 10 out of 36 states in the country had conducted election into local government councils.

“This means that 75 per cent of the local government leadership in the country occupy the offices unconstitutionally and unelected.

“From my tour to some local governments, the third tier of government has been rendered useless, empty, and nothing meaningful is happening at the grassroots government.’’

He said a stronger local government administration would impact more positively in local areas, help tackle rural-urban drift and rising security challenges.

“If our local governments function well, the youths in the areas would leave their houses and go to work and return home without any problem,” he said.

Abubakar, who is also a member of Constitution Amendment Committee, said SIECs would be abolished to guarantee free, fair, credible and acceptable election at the local level.

“It will be the responsibility of the Independent National Electoral Commission (INEC) to conduct local government polls.

“We are doing all these so that political parties can vie for positions freely during local government elections without any fear of intimidation by the ruling party in a state.

“We have made far reaching changes in the spirit of the change mantra of President Muhammadu Buhari,’’ Abubakar said.

A member of the Democratic National Committee was shot and killed just days after he posted on Facebook to end the violence. Seth Rich, only 27 years old, was shot multiple times and later died at the hospital after police heard the gunfire and called for help. Rich’s murder might be connected to a number of robberies that have been occurring in that neighborhood. Unfortunately there were no suspects and police can’t find a motive.

Rich posted on Facebook Friday asking people to end the violence. “I reiterate back to people stop hating each other. Too much pain to process. We have to be better and defend each other more true. A life is exponentially valuable. I have family and friends on both sides of the law. Please, stop killing each other.”

But before he was shot, Police find out that there was a robbery that took place near the home of the victim, and the suspects had guns hidden there and were using them to beat three people. Was this in some connection to the murder?!

Hillary Clinton offered a statement on Tuesday morning. “Just this past Sunday, a young man, Seth Rich — who worked for the Democratic National Committee, to expand voting rights — was shot and killed in his neighborhood in Washington. He was just 27 years old,” she said. “Surely we can agree that weapons of war have no place on the streets of America.”

Rich worked for the Nebraska Democratic Party before moving to DC, and on their Twitter page, they payed respect to him, while talking about the issue of gun violence. The Democrats have already used this case as an example to limit guns. Yes it is sad that an innocent life was taken, but keep in mind that there was an armed robbery about an hour before the attack that claimed Rich’s life.

Yes gun violence is a topic that needs to be discussed, but the solution isn’t going to be harsher restrictions for civilians to obtain guns. Restricting the ability to get guns is only going to make tragedies like what happened to Rich even more apparent. If civilians can’t arm themselves against potential robbers, then it gives the criminals that much more power to work with.

Right now the best thing to do is to mourn for the death of a young man. Once more details come out about this tragedy, then we can begin the discussion on gun violence. But because police don’t have a suspect or a motive, it’s impossible to assume anything. Taking guns out of the hands of American citizens would be a drastic move by the Democrats.

TO MARK ZUCKERBERG; WHEN A JEW FORGETS THE TASTE OF HOLOCAUST

It is not hearsay, it is a reality staring at us that Mark Zuckerberg deleted or banned the Facebook group of people holocaust is being perpetrated on. It is not also arguable that the man that banned this group is a Jew who once suffered holocaust in the hands of Hitler; the question is, has he forgotten the taste of holocaust? Could that be the definition of hypocrisy? Let us pause and have a rethink; how would the Jews had felt if the only platform they could use to tell the world of their holocaust was terminated? The world would not hear or sympathize with them as the holocaust was being perpetrated, their voices silenced as they were continuously being murdered. This is a taboo, O! Evil entices from the heart of men especially when wealth has sweetly taken their conscience.

If Mark Zuckerberg did not experience the holocaust committed against the Jews; did his ears not hear what actually happened nor did his father not look into his eyes with spontaneous emotion and told him stories of how Hitler dealt mercilessly with Jews. Did books written about the holocaust not tell him about what the Jews passed through? The killing, deprivation, fear, emotional breakdown, worthlessness and heavy rain of tears? Mothers made widows and father widowers, children made orphans and whilst mothers and fathers are made childless. What has come upon a Jew that he suddenly forgot the pains or taste of holocaust? For Mark Zuckerberg to have deleted the Facebook group where oppressed and victims of genocide come to share their ordeal or call the attention of the world; he has abused the memory of the Jewish nation.

The people in question are the people of Biafra long fingered to be Jews; a people seeking to be free just like the Jews did back then. Biafra is Ephraim in the household of Israel and the restoration of Biafra is the restoration of the indigenous Jewish way of life, worship and politics. Mark Zuckerberg arguably is of same ancestry with a Biafran and one begins to wonder what went wrong. Was he bought or deceived? Whatsoever happened must be considered a taboo before the God of the household of Israel. I am very much critical of the situation because Mark Zuckerberg is expected to defend victims of holocaust wherever they are found or suspected.

Mark, I have just made a clarification above for the world to understand the bond between us and why I am touched by the action to delete Radio Biafra London from Facebook. I will not fill the spaces I have here because I will serially be writing to you. I will keep asking questions upon questions until the issue is addressed. FBI had recovered Hillary Clinton’s deleted emails from Anthony Weiner investigation since early October, but delayed for weeks to announce new Clinton investigation.

FBI agents investigating Hillary Clinton’s private email server knew in early October that data recovered in a sexting probe of Anthony Weiner might relate to the case — but waited until last Thursday to tell the FBI director, the Washington Post reported Sunday.

It’s unclear why investigators didn’t tell Director James Comey sooner but they knew about the messages since soon after New York FBI agents seized a computer related to their investigation of Weiner — estranged husband of top Clinton aide Huma Abedin — who allegedly exchanged explicit messages with a 15-year-old girl, the Post reported, citing unnamed sources.

Federal law enforcement officials believe the computer seized was used by both Weiner and Abedin.

It’s also unclear what FBI agents were doing in the weeks since they knew about the possibly related emails — including whether they were trying to learn more about the emails before notifying Comey, the Post reported.

The World Bank and International Monetary Fund, IMF, have piled pressure on the Federal Government to come up with an economic blueprint, if its drive for foreign loans was not to be stalled. Vanguard gathered that officials of both financial institutions have questioned the Minister of Finance and her team over the absence of a blueprint for which the loans being sought would be utilised. Sources at the Presidency said at the last IMF/World Bank Group Annual Meetings, that the Nigeria team was asked to produce an economic blueprint for which the IMF/World Bank Group will offer support. Specifically, Vanguard learned that the US Secretary of Finance and that of the United Kingdom, told the Nigerian team that without a comprehensive economic blueprint, Nigeria would not get support from IMF and the World Bank. (File) The source said that usually, the IMF asks countries for what it called Policy Support Instrument, PSI, an instrument which serves as a document through which the multilateral institution monitors the economic progress of the country they support. The source further said that during the Obasanjo administration, the NEEDS document was the Policy Support Instrument used to negotiate debt relief. The source also said the World Bank Group was interested in such a document as a means of evaluating its recently launched Sustainable Development Goals. It was also learned that at the various road shows in London, foreign investors had asked Nigerians for an economic blueprint. Such an economic framework, they argued, aside from addressing the current challenges, would go a long way to engender confidence in both local and international investors on the way forward. The source said this had become very imperative, given that investor-perception of Nigeria’s outlook was critical to its economic recovery. At the moment, the Federal Government has not been able to come up with such a policy document. But in reaction to Vanguard’s enquiry a presidential aide said the present administration was working on a comprehensive economic blueprint that would soon be ready for launching. The source, who said the issue of economic blueprint had become very contentious in government circles, said the economic management team had produced a blue print that will be launched soon. Stressing the need for an economic blueprint last week, Dr Obadiah Mailafia, a former deputy governor of the Central Bank of Nigeria (CBN), advised the Federal Government to produce a comprehensive economic blueprint to fast track economic growth and development. Mailafia gave the advice while speaking as a guest lecturer at the Federal Radio Corporation of Nigeria, FRCN, 2016 Annual Lecture in Abuja. In the lecture, entitled Fighting Corruption and Growing a Sustainable Nigerian Economy, Mailafia appealed to President Muhammadu Buhari to listen to the right advice that would help fix the nation’s economy within a short time. “Nigerians are getting impatient and they are complaining that this change is not translating into what they are hoping for. “We must do what we have to do to rescue our economy and to get the great Nigerian people back to work,” Mailafai said.” He also advised the government to create an entrepreneurial state by encouraging innovation and generating critical public goods that would support creativity and high level productivity. Besides, he urged government to pursue economic policies within the framework of a coherent and credible development strategy, with a greater coordination between fiscal and monetary authorities. He said: “Sadly, we noticed that Nigeria does not have an economic administration. The British Chancellor of the Exchequer, for example, has at his beck and call some 300 highly well-trained economists in the Treasury. ‘’Their job is to worry day and night about the economy, monitor key trends, analyse critical developments and proffer policy. We need to build such an administration, in addition to strengthening the National Economic Management Team that has become virtually comatose. “We cannot continue to blame previous administrations. We can only hope like the great Franklin Roosevelt in America of the 1930s and like Barack Obama during the height of the Great Recession. ‘’Our President needs a brains trust of people who love Nigeria passionately and are ready to do what it takes to take us to the path that destiny has ordained for us,” the ex-CBN deputy governor said. Debt Management Office which is charged with the responsibility of borrowing on behalf of government had said in its Debt sustainability report for 2016 “There is an urgent need for the Government to formulate an Economic Blueprint or Road-Map for the medium-term. ‘’Aside from addressing the current challenges, it would go a long way to engender confidence in both local and international investors on the way forward. This has become very imperative, given that investor-perception of a country’s outlook is critical to its economic recovery. ‘’It is advisable that the Federal Government sustains the on-going reforms and initiatives in the various key sectors of the economy, including agriculture, education, housing, power, and transportation, as this would foster the needed inclusive economic growth and development. “The passage of the Petroleum Industry Bill (PI by the National Assembly is long overdue and should be given speedy attention by the authorities. ‘’Its passage is expected to liberalise the oil and gas sector, and thus, attract more investments into the sector, which will have positive multiplier effect on the economy. Given that in the short to medium-term, oil would still remains a key revenue earner of the nation, the Federal Government is encouraged to continue on its efforts to curtail crude oil production disruptions in the oil producing areas. “In view of the country’s huge infrastructure requirements, the Federal Government is enjoined to creatively explore other alternative and viable sources of financing critical infrastructure development outside the routine budgetary process. These may include the setting up of an Infrastructure Development Fund, the issuance of Infrastructure-tied Bonds, as well as encouragement for the private sector to participate in funding viable infrastructural projects through Public-Private-Partnership arrangements. “As part of the initiatives for boosting revenue, the Federal Government is encouraged to fast-track the process of liberalising the exploration of the solid minerals deposits across the country. This is to make the sector much more attractive and competitive, and further expand the non-oil revenue base. As part of government’s commitment to encouraging private sector participation in the development of the economy, the demand for FGN Guarantees may likely increase. In order to instill discipline and discourage frivolous requests that may unduly expose the Federal Government, it is also recommended that the issuance of FGN Guarantees to the private sector should attract appropriate fees, and should be within an established framework.” Former President Olusegun Obasanjo weekend also kicked against the plan by the Federal Government to obtain a $29.96 billion foreign loan. Obasanjo was said to have phoned the Minister of Finance, Mrs Kemi Adeosun, shortly after the media reported the loan bid, which the Federal Government explained would be used to finance critical infrastructure deficiency between now and 2018. But the Finance Minister, it was learned, told an alarmed Obasanjo that she would pay him a visit to explain the rationale for the plan, which had triggered mixed reactions on the necessity or otherwise of such loan. The former president, it was gathered, spoke on the proposed foreign loan when he received members of a political association, The National Patriots’ Movement of Nigeria, NPMN, led by the national coordinator, Chief Dosu Oladipo, at his Hilltop residence in Abeokuta, the Ogun State capital, on Friday. Obasanjo, it was learned, not only opposed the loan bid, but also threatened to draw a battle line with the Federal Government should it go ahead to obtain the loan which he said could have far-reaching negative effects on the nation. While some experts have advised the government to deploy part of the funds reportedly recovered from allegedly corrupt politicians in the last political dispensation to such purpose, others claimed the loan could be raised internally. It will be recalled that the Obasanjo led administration had successful negotiated with Western nations to write off $12.5 billion foreign debt to the Paris Club, a body of European creditors during his tenure. However in justifying the proposal for the N29.96 billion external loan, President Muhammadu Buhari, had in a letter to the National Assembly said, “The total cost of the projects and programmes under the borrowing (plan) is $29.96 billion made up of proposed projects and programmes loan of $11.274 billion, special national infrastructure projects, $10.686 billion, Euro bonds of $4.5 billion and Federal Government budget support of $3.5 billion.” But Nigeria’s foreign reserves have dipped lately, ostensibly owing to economic recession and intense pressure on Nigeria’s naira as a result of the scarcity of United States dollars.
