APC begs Senate to approve Buhari’s $29.9bn loan request
The South-East Chapter of the All Progressives Congress has appealed to the Senate to reverse its decision to reject President Muhammadu Buhari’s request to borrow N29.9bn.
The Senate voted against the request on Tuesday.
However, the South-East APC is begging the lawmakers to reverse the decision.
In a statement signed by its publicity secretary, Mr. Hyancinth Ngwu, and made available to journalists in Enugu, the APC in the South-East equally condemned the rejection of the proposed loan.

“The All Progressives Congress in the South-East geopolitical zone has appealed to the members of the Senate of the Federal Republic of Nigeria to rescind their rejection of the $29.680bn loan planned for the three fiscal years of 2016-2018.
“The rejection of the request by the Senate is ill-advised and an ill wind that blows no one any good,” the statement said.
The party noted that the loan was in order.

Barring any unforeseen circumstances, a portion of the new capacity being added at the Phase 4B area of the Onne Port Complex development Area in Rivers State will soon be put into commercial operations.
The Managing Director of Nigeria Ports Authority (NPA), Ms. Hadiza Bala Usman, during a tour of the facilities, which was designed to handle FPSO integration and other construction and industrial activities, said the Federal Government has deployed millions of dollars to the project, which is about 24 per cent completed.
She said: ”I have inspected Onne 4B and we are thinking of what we need to do within the shortest possible time to ensure that whatever government has invested in the project will be put to commercial use.”
She added: ”That 24 per cent completion phase needs to be used commercially while decision is taken on the steps the government will take to complete the project,’’
The General Manager of Deep Offshore Services Nigeria Limited, Tonye Apiafi, Concessionaire is investing over $ 2.7 billion in the Phase 4B of the Onne Port Complex,’’
Apiafi said: “the project includes the dredging and reclamation of a total of 600 HA of swamp land, construction of 2000M of Jetty for Berths 12-19 and construction of over 3500M Jetty for port facilities including fabrication & construction yards.
The Phase 4B project includes the construction of “an inner channel and turning basin for vessels, stacking areas, a 6000 cubic meters capacity water distribution system and construction of roads networks in in excess of 15,500 meters,’’
He also said that “a portion of the jetty includes a 50 ton/SHLP (Super Heavy Load Platform) in preparation for fabrication, construction and FPSO integration activities’’, which is available already today.Apiafi said that when completed, the Phase 4B project will also “provide jobs for tens of thousands of Nigerians’’.

The Phase 4B project is a Public Private Partnership Project (PPP) initiative led by the Federal Government that is aimed at upgrading port facilities in the Onne Port Complex and further positioning itself as the foremost integrated logistics centre of world class standard in Nigeria.
The Phase 4B project will effectively double the existing land size of the Onne Port Complex and rollout unprecedented capabilities, including new facilities to support Deep water operations.
Apiafi stated ”these developments are clearly to take on serious industrial engagements in the oil and gas supply chain that will transform the Onne Port Complex into Africa’s first full oil and gas industrial city and one of the strategic assets in the country, which can help the country emerge as a leading oil and gas industrial nation,’’
The Chief Executive Officer of INTELS, Mr. Adrew Dawes, said that the provision of high quality facilities and services in Onne was the result of huge investments running into billions of Dollars over the years.
“We (INTELS and NPA) are partners in the public private sector. Our policy is to invest in concessioned terminals in line with what was issued in concession agreement by NPA and the Ministry of Transport in line with Federal Government strategy on infrastructure development,’’ he said.
On Phase 4 B development, he explained that it is the only facility ready to fully receive a Floating Production Storage and Offloading (FPSO) alongside it
Dawes further said that sufficient water depth; turning basin and heavy lift capacity already exist in the jetty for loads up to 50 tonnes.

Kwara commissioner urges police not to harass health workers
The Kwara Commissioner for Health, Dr. Atolagbe Alege, has appealed to the state Commissioner of Police, Olusola Amore, to advise his men to stop harassing health personnel in the state.
Alege made the plea on Tuesday during an advocacy call on the commissioner in Ilorin to seek for friendship and partnership with the police.
According to him, there is need to caution the police patrol team to desist from harassing health practitioners in the name of checking their licence of practice.

The commissioner said that the state government has put measures in place to curb quackery in the medical profession.
Alege said that the state government needs the support of the police to curb quackery, especially in the private hospitals.
The commissioner said that this would bring about the needed development in the health sector.
Responding, Amore said his men were always ready to partner with the health workers, adding that there was existing partnership with the Nigerian Medical Association.

The world is moving closer to effective vaccines for lung cancer and malaria with the Cuba’s groundbreaking lung cancer vaccine being approved for clinical trials in the United States (U.S.).
Roswell Park Cancer Institute in Buffalo, New York, U.S., has received approval from the U.S. Food and Drugs Administration (FDA) to begin clinical trials after a trade trip to Havana in 2015 with New York Governor Andrew Cuomo.
The vaccine has been tested in a number of countries around the world, including Bosnia and Herzegovina, Colombia, Paraguay, Peru and Cuba.
According to the report published in DailyMailUK Online, all of those countries have approved the vaccine and more than 4,000 lung cancer patients have received the vaccine in trials. The tests showed a significantly higher rate of survival, better quality of life for patients and overall tumour stabilisation.
Governor Cuomo joined Roswell Park officials to announce the trial – the first of its kind.
The treatment, called CIMAvax-EGF, is a form of immunotherapy – training the body’s immune system to attack and destroy cancer, which was developed by Havana’s Center of Molecular Immunology.
The trial, expected to begin next month, will involve 60 to 90 adult patients who have Stage IIIB or Stage IV non-small cell lung cancer. They must have a life expectancy of at least six months, and must have already tried first-line systemic chemotherapy.
Also, a new research has revealed that Britain and France suffer the highest number of malaria cases imported from other countries.
The study published in the journal The Lancet Infectious Diseases found that malaria cases originating from West Africa accounted for 56 per cent of all those detected in non-endemic countries.
The figures suggest that an average of almost 1,900 people with malaria moved to the United Kingdom (U.K.) each year over the last decade.
While France had an average of 2,169 imported infections per year, the U.S. followed with the third highest rates at 1,511, with Italy, 637, and Germany, 401.
Despite the West Africa to France and the U.K. being the strongest imported malaria link, other high traffic routes existed. India to the U.S. recorded an average of 149 cases a year, while visitors from Pakistan were responsible for 69 cases each year in the U.K.
According to The Lancet Infectious Diseases study, the world’s first vaccine offering long-term protection against malaria could be available in just two years after successful trials.
The revolutionary new inoculation was found to protect adults from the infection – the world’s biggest killer after tuberculosis (T – for more than a year in a study earlier this year.
More than 40 per cent of the global population lives in areas where there is a risk of contracting the disease.
Last year, 214 million people were infected with malaria and 438,000 died, according to World Health Organisation figures.
